Duong holds a Bachelor of Economics and a Master of Economics, both from the Australian National University (Australia). He joined the Central Institute for Economic Management (CIEM) – the leading think-tank in Viet Nam – in 2004. Currently being the Director of the Department for General Economic Issues and Integration Studies, he has various important research papers and policy recommendations to the Government of Viet Nam on FTAs, macroeconomic policy, digital economy and circular economy.
Duong has extensive cooperation under APEC and ASEAN framework. He led the APEC Economic Committee Team to develop the Enhanced APEC Agenda for Structural Reform 2021-2025, endorsed by the 3rd APEC Structural Reform Ministerial Meeting in June 2021. He has been leading the implementation of Viet Nam’s action plan for structural reform under APEC since 2011. Since 2019, he represents CIEM at the ASEAN+6 Regional Institute Network (RIN), coordinated by Bangkok Research Center, IDE-JETRO.

Ms. Madani has over 20 years of experience at the World Bank, spanning three continents and over a dozen countries. Her initial entry to the World Bank was as a International Trade Economist, where she wrote a seminal paper on export processing zones. International trade and industrial zone topics remain of great interest to her. She has since worked as a country economist with governments in various regions including Africa, the Middle East, Central America and the Caribbean, Europe and Central Asia and now Vietnam. Her current focus is on growth and growth dynamics and macroeconomic policies (fiscal and monetary). In fiscal policy, she has worked on revenue and expenditure policies and public finance management.
Ms. Madani has a 2 masters and a Ph.D in Economics from University of California, Davis.

Tim Evans is appointed Chief Executive Officer of HSBC Vietnam in September 2019.
During his 29 years with HSBC, Tim has held various senior leadership positions spanning three continents and seven markets. Prior to his appointment as CEO of HSBC Vietnam, Tim was the Regional Head of Commercial Banking, International Markets, Asia-pacific, covering Bangladesh, Maldives, Mauritius, New Zealand, Srilanka, Taiwan, Thailand and Vietnam. Tim also held roles as Regional Head of Middle Market Enterprises, Asia-Pacific, Regional Head of Global Trade and Receivables Finance and Chief Operating Officer of HSBC's Commercial Banking in the Middle East and North Africa (MENA); and Deputy CEO/Chief Operating Officer for the Wells Fargo HSBC Trade Bank.
Before he joined HSBC, Tim worked as a Management Consultant for Andersen Consulting in their London Office.
Tim holds a Bachelor's Degree in International Business from Loughborough University in the UK, and is a member of the Chartered Institute of Bakers.
