Vietnam's stock and bond markets vastly outperformed peer countries in the region over the past five years, reflecting the low cost of funds for the government and corporations alike.
EuroCham would like to kick off the New Year with this unique event with our special guest speakers who will share their thoughts on the challenges and opportunities to the financial deepening agenda in Vietnam, such as:
- It is timely, as Vietnam has graduated to a full IBRD country and must rely more on market-based financing?
- Will the remarkable market performance continue?
- Is the low cost of funds permanent? What are the potential risks and opportunities?
- Has equitisation of SOEs in 2018 been faster than in the past?

Country Director of World Bank in Vietnam
Ousmane Dione has been leading the World Bank in Vietnam since 2016. Right after he assumed this position, the Vietnam Country Partnership Strategy 2018 – 2022 was endorsed to support Vietnam’s graduation to a middle-income country, with focus on four prioritized areas: i) inclusive growth and private sector participation; ii) investment in people and knowledge; iii) environmental sustainability and resilience; iv) good governance.
He spearheads the realization of the vision and the implementation of policy recommendations of the strategic Vietnam 2035 Report with an aspiration for Vietnam to become a successful upper middle-income country. Ousmane leads Vietnam’s transition from IDA to IBRD, with the implementation of a portfolio of 40 active projects and more than 50 advisory and analytic activities, with total net commitments of US$9.3 billion.
Ousmane brings to Vietnam more than 20 years of experience in leading multi-sectors regional, national and subnational water, urban and environment programs in Africa, South Asia, Europe and Central Asia, Latin America and East Asia and the Pacific Regions. He holds a PhD in water resources engineering from the university of Lyon 3.

Mr. Dominic graduated from Exeter University with a degree in Law and Sociology, then worked in financial markets in London and Hong Kong.
He founded Dragon Capital in 1994. Fluent in Vietnamese, Dominic actively promotes financial market development and governance, and is a director of various Vietnamese public companies. He received an OBE from Queen Elizabeth in 2006, and was awarded the Labour Medal by the Vietnamese President in 2014.
His interests range from Vietnamese art to biodiversity and eliminating the illegal trade in wildlife.
