In early April 2019, a flagship report called the Viet Nam Provincial Governance and Public Administration Performance Index 2018 (the 2018 PAPI Report) was officially launched by UNDP in Viet Nam and its national partners, marking 10 years of listening to the voices of Vietnamese citizens. With the philosophy of making citizens at the heart of development, being capable of assessing the performance of central and local authority, PAPI has become the largest citizen-centric policy monitoring tool in Viet Nam.
Join EuroCham this event to get update of the national trends and most important governance and public administration issues in Vietnam from main findings of the lastest 2018 PAPI Report, including public administrative procedures, transparency in local decision-making, control of corruption in the public sector. This event will also highlight implications for policy and practical actions to improve the performance in governance and public administration by national and provincial authorities of Vietnam. Considerations include:
• Overview of PAPI and important issues in Vietnam in 2018.
• How the public administration performance of 63 provinces is rated? How do you recognize which provinces will offer your business the best public administration services and approval process? What might happen to your business in term of land, working with local authorities?
• Based on PAPI, which sectoral departments and provinces should businesses work with?

Assistant Resident Representative, Governance and Participation at UNDP Vietnam
Dr. Catherine Phuong has worked more than fifteen years in the area of governance and human rights. She is currently Assistant Resident Representative, Governance and Participation, at UNDP Vietnam. Prior to coming to Vietnam, she worked at the Office of the United Nations High Commissioner for Human Rights (OHCHR), first at headquarters in Geneva and then in the field. From 2011 to 2015, she led the Rule of Law Programme in Cambodia. From 2015 to 2017, she acted as Deputy Regional Representative for the Regional Office for the Pacific (based in Fiji). Prior to joining the UN, she was an academic in the UK where she taught international law and European law.
Dr. Phuong is a graduate from the Institute of Political Studies in Paris (Sciences Po). She holds a Master in International Law from the University of Durham and a PhD from the University of Nottingham in the UK. She is a French national and is married with two children.

Ms. Do Thanh Huyen is National Policy Analyst on Governance and Participation, UNDP Viet Nam. Ms. Huyen has been in charge of UNDP’s flagship governance monitoring tool, ‘the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI), as well as policy research and advocacy in anti-corruption, civil service reforms, civic engagement in policy-making, social accountability and innovation for development since 2008. She got an MA in Development Studies from the University of Auckland, New Zealand in 2008 after three years working for a Demark-supported programme on water governance. Prior to that, Ms. Huyen was a lecturer at the Foreign Trade University for two years after graduation from the Vietnam National University—College of Foreign Languages.
